For staffers: Confusion means your job is in danger.

Having to do it over and over and over again, no matter what the reason, is an indication that things are going terribly, terribly wrong. Even though you are doing your level best to keep the turgid waters of chaos and disaster away from your project, the confusion that constant (yet not consistent) changes produces will only make you, regardless of who or what or when or where or why, look bad.

For consultants: Confusion means money.

The more changes that are made, the more billable hours for you. Simple math. Even if it was you who caused things to become unstable and changeable and in a state of confusion, you won't get slapped and burned. Well, actually, there's a good chance you will, and there's a good chance you will even if the confusion wasn't your doing. But, hey: that's what freelancers are for, being an easy -- and well paid -- target for blame. Either way, those billable "re-do" hours just a keep on rolling in!
